This report documents the failure of the Bureau of Alcohol, Tobacco, and Firearms' current enforcement powers to protect public safety.  Current enforcement powers allowed Trader Sports of San Leandro, California, to stay in business despite clear evidence that it supplies guns to criminals and thousands of violations of federal law.  In 2000, 46 percent of crime guns recovered in Oakland were originally purchased at Trader Sports.
