Statement of Sarah Brady, Chair, Handgun Control, Inc. Response To Passage of Chicago's Child Safety Lock Ordinance

Feb 7, 1997

(Washington, DC) "The City of Chicago has done the right thing. Today the City Council passed one of the most significant pieces of life-saving legislation in the nation. By requiring all handguns to have a child safety device, the City of Chicago is showing its commitment to keeping its children safe from firearm injury and death.

"President Clinton on Tuesday called for this type of legislation on a national level during his State of the Union address. Chicago has taken the lead this week, and we hope other cities, state legislatures, and Congress will follow.

"I congratulate Mayor Richard M. Daley, and Chicago Aldermen Edward M. Burke and Virginia Rugai for having the courage to take a stand for children’s safety. They have helped take an important step to keep guns out of the hands of juveniles.

"All Americans, especially parents, must work to ensure that children do not have access to handguns. The best way to do that is to not keep a handgun in their home. But if they choose to do so, they should make sure it’s empty of the ammunition and locked up so that children cannot get their hands on the gun or bullets.

"This responsibility also extends to gun manufactures and gun dealers. Gun manufacturers and gun dealers should be required to sell a trigger lock or other device designed to prevent unauthorized use of a firearm with every handgun sold in America. A trigger lock costs just $10.95. That’s a small price to pay for possibly saving the life of a child."
