It was passed as part of the Violent Crime Control and Law Enforcement Act of 1994. President Clinton signed it into law on September 13, 1994. Waiting Periods by State The Brady Handgun Violence Prevention Act, or Brady Law, which took seven years to pass in Congress, was finally signed into law on November 30, 1993, and went into effect on February 28, 1994. Thirty-two states were affected by the law when it was first implemented because they conducted no background checks prior to the purchase of firearms. Since that time, several of these states passed laws requiring background checks on handgun purchasers which exempted them from the Brady Law.
